First, Saf-T-Gard was honored as the recipient of the AD Safety Network Best Annual Planning Process Award. Earlier this year, Saf-T-Gard gathered members of our sales, purchasing, marketing, and company leadership for an off-site strategic planning meeting. OSHA Top 10 Most Frequently Cited Standards for Fiscal Year (FY) 2024 |
OSHA recently released its annual list of the Top 10 Most Frequently Cited Standards for fiscal year 2024 at this year’s National Safety Council (NSC) Safety Congress & Expo. OSHA publishes the list to alert employers about these commonly cited standards so they can take steps to find and fix recognized hazards addressed in these and other standards before OSHA shows up. Workers suffer preventable injuries, illnesses, and deaths related to the hazards addressed in these standards.
This year’s top 10 looks nearly identical to 2023’s, but with a few changes in individual rankings. While this year’s top 10 violation categories remain unchanged over 2023’s, there was movement on the list. For the 14th consecutive year, Fall Protection topped OSHA’s list with 6,307 violations.
Seeing an increase in violations, Respiratory Protection climbed up three spots from 7th to 3rd. Scaffolding, meanwhile, saw a reduction in violations, falling down four spots from 4th to 8th. The full list is as follows: |
- Fall Protection – General Requirements (1926.501): 6,307 violations
- Hazard Communication (1910.1200): 2,888 violations
- Ladders (1926.1053): 2,573 violations
- Respiratory Protection (1910.134): 2,470 violations
- Lockout/Tagout (1910.147): 2,443 violations
- Powered Industrial Trucks (1910.178): 2,248 violations
- Fall Protection – Training Requirements (1926.503): 2,050 violations
- Scaffolding (1926.451): 1,873 violations
- Personal Protective and Lifesaving Equipment – Eye and Face Protection (1926.102): 1,814 violations
- Machine Guarding (1910.212): 1,541 violations

The following are some of the top incidents related to the most frequently cited workplace safety standards based on 2022 BLS data: |

Falls, which account for four of the top 10 citations (1. Fall Protection – General Requirements, 3. Ladders, 7. Fall Protection – Training Requirements, and 8. Scaffolds) resulted in 865 deaths in 2022.
- Respiratory Illnesses (4. Respiratory Protection) over 22,100 respiratory illnesses cases were reported in manufacturing and another 2,000 in construction in 2022.

Hazardous Energy (5. Control of Hazardous Energy – Lockout/Tagout) the injury event caught in running equipment or machinery during maintenance or cleaning led to 54 deaths in 2022 and nearly 18,000 days away, restricted or transferred, or DART, in 2021-2022. Exposure to electricity led to 145 deaths in 2022 and nearly 4,000 DART cases in 2021-2022.

Forklift, Order Picker, Platform Truck – Powered (6. Powered Industrial Trucks) was the primary source of 73 deaths in 2022, while DART cases were almost 25,000 in 2021-2022.
- Eye and Face Injuries (9. Personal Protective and Lifesaving Equipment – Eye and Face Protection) nearly 90,000 DART cases were reported in 2021-2022 involving face and eye injuries.

Caught in Running Equipment (10. Machine Guarding) caught in running equipment or machinery during regular operation resulted in 35 deaths in 2022 and almost 27,000 DART cases in 2021-2022.

Question - What are the definitions of "flame retardant" and "flame resistant" in regard to apparel covered by paragraph 1910.269(l)(6)(iii) of the electric power generation, transmission, and distribution standard, 29 CFR 1910.269? Answer - The source of the terms used by OSHA with respect to the paragraph 1910.269(l)(6)(iii) Apparel requirement is the American Society of Testing and Materials Standard, ASTM D 123-93, Standard Terminology Relating to Textiles. This ASTM standard includes the following definitions:
Flame Resistant: The property of a material whereby flaming combustion is prevented, terminated, or inhibited following application of a flaming or nonflaming source of ignition, with or without subsequent removal of the ignition source. Flame-Retardant-Treated: Having received flame-retardant treatment.
Flame Retardant: This terminology should not be used as an adjective except in the terminology: Flame-retardant-treated (or flame-retardant treatment). Used as a noun, "flame retardant" is a chemical used to impart flame resistance. Note - FR or Flame-Resistant is not the same as arc-rated. |

Hearing Protection
Employers shall make hearing protectors available to all employees exposed to an 8-hour time-weighted average of 85 decibels or greater at no cost to the employees. Hearing protectors shall be replaced as necessary. Employers shall ensure that hearing protectors are worn: |

By an employee who is required by paragraph (b)(1) of this section to wear personal protective equipment; and
- By any employee who is exposed to an 8-hour time-weighted average of 85 decibels or greater, and who:
- Has not yet had a baseline audiogram established pursuant to paragraph (g)(5)(ii); or
-
Has experienced a standard threshold shift
- Employees shall be given the opportunity to select their hearing protectors from a variety of suitable hearing protectors provided by the employer
- The employer shall provide training in the use and care of all hearing protectors provided to employees
- The employer shall ensure proper initial fitting and supervise the correct use of all hearing protectors
